Today (June 4th), the "Third Anniversary Observation of the Implementation of the Electronic Cigarette Management Measures" hosted by the Institute of Health Communication at Fudan University was held in Shanghai. Experts and scholars from fields such as public health, clinical medicine, law, and communication discussed the effectiveness, challenges, and future improvement directions of the implementation of the Electronic Cigarette Management Measures over the past three years. An observational study released at the meeting found that social media has gradually become another platform for e-cigarette marketing beyond offline stores.


The "Electronic Cigarette Management Measures" will officially come into effect on May 1, 2022. Multiple regulatory measures have been implemented, including prohibiting the sale of flavored electronic cigarettes other than tobacco flavors, prohibiting the sale of electronic cigarette products to minors, prohibiting the use of vending machines to sell electronic cigarette products, implementing product traceability systems, and requiring packaging labels with warning signs. By May of this year, this measure has been in effect for three years.


Has the marketing situation of electronic cigarette stores changed? What changes have occurred in the cognition and behavior of e-cigarette users? Professor Zheng Fengqing, the head of the Tobacco Control Research Center at the Institute of Health Communication at Fudan University, has released an evaluation report on the implementation effect of the "Electronic Cigarette Management Measures". The research team conducted observation and research on electronic cigarette stores in popular commercial districts in Shanghai and Chengdu before and after the implementation of this method.


The results show that after the implementation of this method, the number of electronic cigarette stores has significantly decreased; The current electronic cigarettes sold in stores are mainly national standard products, and the number of stores selling flavored electronic cigarettes has significantly decreased, indicating that the regulatory effect of this measure on electronic cigarette retail stores has begun to emerge.
